GACC Announcement No.48, 2017 on Goods Transit Across Customs Districts

In order to streamline nationwide customs integration, the GACC has decided to further regulate the transit of goods across Customs Districts, as follows:

1. Goods by multimodal transport, and the imports/exports needing transshipment in China: the consignee or consignor may apply to local Customs for multimodal transport formalities across Customs Districts.

2. Import of solid wastes meeting the following conditions:

(1) Import of waste paper and scrap metals by waterway through transport;

(2) The place of entry is a designated port for solid wastes;

(3) The designated place of destination is provided with large container inspecting equipment.

(4) The designated place of destination for imported scrap metals is a special zone approved by state administration of environmental protection and controlled by local Customs House.

(5) The imported scrap metals are only available for the enterprises located within the zone aforesaid.

Upon all the conditions above, the consignee or consignor may apply to local Customs for the transit across Customs Districts.

3. Where it is in no condition to inspect the import/export goods at a port, the consignee or consignor may, if the following conditions are met, apply to local governing Customs (at the place of destination or dispatch) for the transit across Customs Districts in the manner of advance declaration:

(1) The consignee or consignor has high rating with the Customs.

(2) The consignee or consignor is without Customs penalty for violations in recent one year.

(3) The place of destination or dispatch is not within the same Customs District as the real place of entry or exit.

(4) The real place of entry is provided with non-invasive inspecting equipment.

The import goods shall be directly transited to the location of the consignee, and the export goods shall be dispatched from the location of the consignor.


4. Mails, express items, temporary imports/exports (including ATA Carnet goods), foreign transit goods, China-EU train-carried goods, cross-border e-commerce-based imports/exports, duty-free articles, and public/private-use articles, etc. may resort to current Customs regulations for the transit across Customs Districts.

5. Under other circumstances than the abovementioned, the Customs will not permit the transit of goods across Customs Districts.

6. In case of disagreement with other Customs regulations, this Announcement shall prevail.

7. This Announcement shall enter into force on 1 January 2018.
