China Customs Announcement No.75 2009 on Additional Origin Criteria of Goods En

In accord with China/Hong Kong Closer Economic Partnership Arrangement and China/Macao Closer Economic Partnership Arrangement and other related supplementary agreements, the General Administration of Customs formulated Origin Criteria Table of New-added Zero Tariff Commodities of Hong Kong(hereinafter referred to as Hong Kong Criteria Table, Appendix 1) and Origin Criteria Table of New-added Zero Tariff Commodities of Macao (hereinafter referred to as Macao Criteria Table, Appendix 2) and modified parts Hong Kong commodities' origin criteria that enjoyed trade favorable measures, moreover published the Fourth Batch of Hong Kong Self-owned Branded Watch List (referred to as Appendix 4). Relevant matters are hereby published as follows:
 

1.      Hong Kong Criteria Table and Macao Criteria Table used simplified description of commodities which owned the same range and corresponding tariff items of Customs Import and Export Tariff of People’s Republic of China 2009. The two criteria shall be taken into effect as of January 1, 2010.
 

2.      Related authorities modified the following commodities' origin criteria listed in Announcement of General Administration of Customs No.79 2006 - Appendix 1 of Origin Criteria Table of New-added Zero Tariff Commodities of Hong Kong. They are gourmet power with tariff item of 2103.9010, aminobenzene sulfonate with tariff item of 3824.4010, prepared additives for cement, mortars or concretes with tariff item of 3824.4090 and refined copper with tariff item of 7408.1900 etc.. Among them, tariff items 3824.4000 used for both aminobenzene sulfonate and prepared additives for cement, mortars or concretes according to Announcement of General Administration of Customs No.79 2006 shall be split into two tariff items of 3824.4010 and 3824.4090 respectively (see reference from Announcement of General Administration of Customs No.98 2008). The modified origin criteria shall be carried out since January 1, 2010.
 

3.       According to regulations for affirming Hong Kong Self-owned Branded Watches of Announcement of General Administration of Customs No.54 2005, the Fourth Batch of Hong Kong Self-owned Branded Watches List has been affirmed by related authorities. Since January 1, 2010, Hong Kong self-owned branded watches among the list applied for import declaration shall be released by mainland Customs authorities based on Certificate of Origin issued by Hong Kong certificating authorities and Regulations of China/Hong Kong Closer Economic Partnership Arrangement
