GACC Announcement 83, 2011 on Origin Rules for ECFA Early-Harvest Goods

Announcement No. 83, 2011 of the General Administration of Customs of China (GACC)

As per the China Mainland-Taiwan Economic Cooperation Frame Agreement (ECFA), the GACC hereby announces the Rules of Origin Specific to Early-Harvest Products under ECFA Goods Trade (hereinafter referred to as "the Rules", see the Annex below), which have been adjusted according to 2012's China Customs Import & Export Tariffs.

The Rules shall come into force from January 1, 2012 along with simultaneous repeal of their version of 2009 (GACC Announcement No.86, 2009).

However, the Certificates of Origin made as per 2011's Tariffs, where within their validity periods, may continue being effective in customs declaration by import consignees or their agents.

Export enterprises of China mainland may apply to certifying authorities for obtaining Preferential Certificates of Origin for goods exported to Chinese Taiwan.

Relevant certifying authorities shall issue the Preferential Certificates of Origin for goods exported to Chinese Taiwan by referring to the Annex herein.
