China Regulates Imp-Exp Product Risk Warning & Response

On December 11, 2012, China General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ) promulgated China's Administrative Regulations On Import-Export Industrial Product Risk Warning & Quick Response.

These Regulations aforesaid, in accordance with China's pertinent laws/regulations, aim to enhance the management of risks in the quality and safety of import-export industrial products so as to safeguard national security, public interests, and legitimate rights/interests of trade participants.

These Regulations set out a risk management regime concerning import-export inspection and supervision, which pushes for standardized, systematic, scientific and retroactive risk controls.

These Regulations provide definitions of the in-question risks, risk information, risk research, judgment and early warning; authorities' roles, rights and obligations in the risk management; procedures and requirements for handling the risk life cycle that comprises risk generation, identification, report, research, assessment, warning, control and elimination.

Therefore, these Regulations are regarded significant for China's developing import-export risk warning and response system.
