GACC Announcement No. 14, 2013 on Ethanolamine from OPTIMAL Chemicals (Malaysia)

In 2010, in accordance with the decision of the Customs Tariff Commission of China, the GACC issued its Announcement No. 69 of 2010 for continuation of five-year antidumping duties on ethanolamine from Japan, Malaysia, Taiwan region, and the United States.

Recently, the Ministry of Commerce of China has decided to make Petronas Chemicals Derivatives Sdn. Bhd. inherit the rights and obligations of former OPTIMAL Chemicals (Malaysia) Sdn. Bhd. in the Chinese antidumping measures.

As from March 19, 2013, as regards the ethanolamine imports in the name of Petronas Chemicals Derivatives Sdn. Bhd., China Customs shall levy the antidumping duties at the rate of 9%; as regards the ethanolamine imports in the name of OPTIMAL Chemicals (Malaysia) Sdn. Bhd., China Customs shall levy the antidumping duties at the rate of 74% that is applied to "other Malaysian companies".

Other relevant matters shall still resort to relevant GACC announcements.
