GACC Announcement No.66, 2013 on Zero-Duty Origin Criteria on Hong Kong & Macao Goods

Based on mainland-Hong Kong and mainland-Macao Closer Economic Partnership Arrangements (CEPA) respectively, the GACC hereby works out "the Origin Criteria from January 1, 2014 on Added Hong Kong-Made Goods Covered by Mainland Zero Duty" (see the Annex 1), "the Origin Criteria from January 1, 2014 on Added Macao-Made Goods Covered by Mainland Zero Duty" (see the Annex 2), and the "Revisions of the Origin Criteria on Some of Hong Kong-made Goods under the CEPA (see the Annex 3).

Relevant matters are announced below:

1. The two sets of Origin Criteria aforesaid both adopt simplified descriptions of goods and shall enter into force on January 1, 2014; these added goods are in accordance with the scopes under corresponding HS Codes in China Customs Import & Export Tariffs of 2013.

2. Revisions have been made to the origin criteria on the goods including "small-packaged brewed wine (HS Code 22042100)", "other primary propylene polymers (HS Code 39023090)", "primary oil-extended thermoplastic styrene butadiene rubber (HS Code 40021914)", "other primary synthetic rubber (HS Code 40029911)", and "gem or semi-gem products (HS Code 71162000)", which are listed in the "2012-Version Origin Criteria on Hong Kong Goods Covered by Mainland Trade Preferences" as the Annex 1 to GACC Announcement No.82 of 2011; the revised criteria shall enter into force on January 1, 2014.
