GACC Announcement No.1, 2015 (on Special Safeguard agst. New Zealand Milks & Creams under FTA)

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS Codes-based agricultural products from New Zealand. Till January 3, 2015, the import quantities of involved solid and concentrated non-solid milks and creams (HS Codes 04021000, 04022100, 04022900, 04029100) have reached 162,482.599 tons in total, which is more than the special-safeguard triggering norm of 133,675 tons for 2015.
Hence, as from January 4, 2015, China will levy import duties on New Zealand-originating solid and concentrated non-solid milks and creams at China's most-favored-nation duty rates. Regarding such imports in transit, their duty applicability will still be subjected to GACC Announcement No. 91 of 2008.
