On November 8, 2011, requested by Solar World Industries America Inc. (OR), U.S. Department of Commerce launched antidumping and anti-subsidy investigations into China's crystalline silicon photovoltaic cells (whether installed into modules or not). The involved products are under HS codes: 8501.61.0000, 8507.20.80, 8541.40.6020, and 8541.40.6030.

According to the statistics by U.S. Department of Commerce, in 2010, the value of U.S. imports of solar batteries from China totaled USD 1.5 billion. In the notice on launching the investigations, U.S. Department of Commerce preliminarily estimated dumping margins of China's products are ranging from 49.88% to 249.96%, and the subsidy rate is above micro scale.
