India Prolongs Anti-Dumping on China's Silk Fabrics

On Dec. 5, 2011, India's Bureau of Anti-Dumping under its Ministry of Commerce & Industry released its final ruling of antidumping sunset-review investigation into China-made silk fabric (silk fabric of weight 20-100g per meter), suggesting extension of the antidumping duties for five (5) years.

In the final ruling, the Bureau of Anti-Dumping still considered China as a non-market economy and still calculated the normal value by constructed price adopted in original trial. Finally, the dumping margin of Chinese exporters is identified to be 60-70%.

The Bureau also totally considered the factors of import quantity, market share, import price, capacity, sale volume and expenses, profit rates and stock, firmly believing that dumping and injury will likely remain after the 5-year duty period.

Finally, the floor price of Chinese crepe is USD 2.26-6.56 per meter, that of Chinese georgette/chiffon is USD 1.82-5.71 per meter, that of Chinese habutai is USD 2.16-6.17 per meter, and that of other products is USD 2.56-7.59 per meter.
