Russia to Normalize High Tariffs on Imported Automobiles

According to a report on July 8, 2010 from the Russian Gazette, Russia will normalize the provisional prohibitive tariffs on imported automobiles.

During the financial crisis, in order to support domestic automobile industry, Russia provisionally raised the import tariffs on automobiles from January 1, 2009, and the period of validity was nine months.

Therein, tariff rate on new automobiles was raised to 30% from 25%, and the defining service limit for second-hand automobiles was shortened to 3 years from 5 years. Meanwhile, the import tariff was raised to 35% from 25%.

In October 2009, the stipulation was extended for another 9 months.

With the launch of the Customs Union between Russia, Belarus and Kazakhstan on July 1, 2010 and the effectiveness of uniform tariffs in the Customs Union on January 1, 2011, Russia’s tariff issues on imported automobiles once again become the focus of attention.

According to Russian media, such provisional prohibitive measures will be normalized.

To promote the development of domestic automobile industry, the implementation period of the prohibitive tariffs shall be extended as long as possible, put forward in the development strategy for Russian automobile industry formulated by the Ministry of Industry and Trade of the Russian Federation.

As per the public relations manager with AvtoVAZ, Russia’s largest automobile producer, maintaining high tariffs has something to do with the restructuring planning of the automobile industry, and the restructuring shall take at least 5 years.
