The U.S. Department of Commerce Issued Final Ruling of Anti-Dumping & Anti-Subsidy Investigation on Chrome Paper from China

On September 21, 2010, the Department of Commerce of the United States issued the final ruling of the anti-dumping & anti-subsidy investigation into the chrome paper from China.

According to the anti-dumping ruling, the Department of Commerce determined the anti-dumping duty rates for compulsory respondents Gold East Paper (Jiangsu) Co., Ltd. and Sun Paper Co., Ltd. at respectively 7.6% and 135.83%, Chenming Paper Co., Ltd. got the average duty rate of 7.6%, and the duty rate for other Chinese enterprises shall be 135.83%.

In the anti-subsidy ruling, the Department of Commerce determined the anti-subsidy duty rates for compulsory respondents Gold East Paper (Jiangsu) Co., Ltd. and Sun Paper Co., Ltd. at respectively 17.64% and 178.03%, and the anti-subsidy duty rates for other Chinese enterprises shall be 17.64%.

The Department of Commerce will indicate the U.S. Customs to collect cash deposits or letters of guarantee for products in question based on the final ruling.

On October 14, 2009, the Department of Commerce of the United States initiated anti-dumping & anti-subsidy investigation on such Chinese products.

It is expected that the United States International Trade Commission (USITC) will make a final ruling on the injury investigation on November 4, 2010.
