China Measures on Dairy Import-Export Inspection & Quarantine

Article 20 As regards the raw dairy materials imported totally for re-export after processing, the inspection-quarantine agencies may conduct inspection as per standards of the export destination governments or as per trading contracts and may indicate “only used for export processing” on the issued inspection and quarantine certificates.
Article 21 The inspection-quarantine agencies shall keep a record of the reputation of the dairy importers, for example, by making a blacklist of illegal import participants.
Chapter 3 Dairy Export
Article 22 The AQSIQ shall keep registration of producers of dairy products to export. The dairy products to export shall be made by the registered producers.
Article 23 The dairy livestock farms that export raw milk shall be registered with and supervised by local inspection-quarantine agencies.
Article 24 The dairy livestock farms that export raw milk shall keep records for two years at least of their breeding of dairy livestock, providing the information below:
(1) Dairy livestock variety, quantity, reproduction, identification, origin, entry and exit dates;
(2) Origins, names, applications and dosages of feeds, feed additives and veterinary drugs;
(3) Quarantine, immunization, and sterilization processes;
(4) Dairy livestock morbidity and death, and disposal of unqualified raw milk;
(5) Raw milk production, storage, inspection and sale information
Article 25 The dairy livestock breeding shall be avoided from any forbidden feeds, feed additives, veterinary drugs and other directly or potentially hazardous substances.
The milk yielded during the drug using or withdrawal period shall be banned from exportation.
Article 26 The dairy producing firms shall conduct industrial best practices by keeping an effective Hazard Analysis and Critical Control Point (HACCP) system.
Article 27 The dairy producers shall keep the systems as below:
(1) The stock supplying inspection system for raw materials, food additives and related products, recording descriptions, specifications, quantity, suppliers, contacts and arrival dates, and so on;
(2) The production recording system, for supervision of production security;
(3) The delivery inspection system, giving inspection of ex-factory products by batch, and making inspection reports and sample products;
(4) The ex-factory inspection and recording system, examining the ex-factory inspection certificates, recording product name, specification, quantity, production date, shelf life, production number, certificate number, buyer information, and so on.
Article 28 The dairy producers shall provide inspection reports on their raw materials and finished products; and such inspections may be conducted by qualified inspection agencies.
Article 29 The package and transportation of the exports shall be compliant with relevant safety and sanitary requirements.
The carrier and packer shall sterilize and record the transporting containers, ship compartments, airplanes and vehicles, and apply to the inspection agencies for cargo-worthiness inspection before shipment; only after the inspection is passed, the shipment may be permitted.
Article 30 The dairy exporter shall declare for inspection to the inspection-quarantine agency governing the dairy producer.
