Ministry of Commerce promulgates Catalogue for Graded License Issuance of Goods

In accordance with Measures for the Administration of Licenses for the Import of Goods (No.27 decree in 2004 promulgated by Ministry of Commerce), the Administrative Measures for the Importation of Special Used Mechanical & Electrical Products ( No.5 decree in 2008 promulgated by Ministry of Commerce, General Administration of Customs and General Administration of Quality Supervision, Inspection and Quarantine) and Catalogue for Goods Subject to the Control of Import License in 2009( Announcement 99 in 2009 promulgated by Ministry of Commerce, General Administration of Customs and General Administration of Quality Supervision, Inspection and Quarantine). Ministry of Commerce promulgates Catalogue for Graded License Issuance of Goods under Management of Import Licenses, and the relevant issues of announcement are as follows:

(1)    There are 2 kinds of goods under import license management in 2009, ozonosphere-exhausting materials and specific used mechanical & electronic products with totally 83 HS code with 8 bits (including 154 HS code with 10 bits).The import licenses are issued by the Bureau of Quota License Affairs of the MOFCOM and local commercial department authorized by MOFCOM.

A: License Bureau is responsible for the issuance of import license for specific used mechanical & electronic products

B: Local license agency is responsible for the issuance of import license for ozonosphere-exhausting materials

(2)    The import licenses of enterprises in Beijing, under the management of central government, shall be issued by License Bureau

(3)    The issuance of import license must conform to the regulation of Measures for the Administration of Licenses for the Import of Goods, Administrative Measures for the Importation of Special Used Mechanical & Electrical Products, Catalogue for Goods Subject to the Control of Import License in 2009 and Standard for Issuing Import License.

This catalogue shall enter into force on Jan.1, 2009
