China, Japan, ROK issue Action Plan for Spurring Trilateral Cooperation

Leaders of China, Japan and Republic of Korea (ROK) issued an Action Plan for Promoting Trilateral Cooperation among in Fukuoka, Japan on Dec. 13th, calling for trilateral cooperation in about 30 areas including environmental protection and human exchanges. The Plan of Action contains about 120 specific measures. It summary is as follows:

I. Political affairs:

It will build a stable dialogue mechanism between the three countries, and the second and third leader's meetings will be held in China and ROK respectively in 2009 and 2010. Leaders of the three countries will seek to hold meetings through consultation during the ASEAN Leaders' Meeting. The third foreign ministers' meeting will be held in China next year. Senior diplomatic officials of the three countries will meet annually.

Moreover, the secretariat office with internet access will open in 2009, so as to improve the efficiency of cooperation among the three countries.

II. Economic affairs

The three countries will have completed their joint research on Free Trade Area (FTA) by the end of 2008, and further in-depth research is to begin with 2009. They will spur to complete as soon as possible negotiations to facilitate trade and investment protection. The governments of the three countries will continue to conduct mutual cooperation in the field of energy, and coordinate to strengthen the regional and global energy security. The three countries will cooperate in promoting trade ad economic growth by setting up in East Asia an international logistical network with highly efficient, integrated transportation systems.

The Third Transport and Logistics Ministers' meeting will be held in China in 2009, and China will hold the Third Meeting of Customs Officials of the three countries in the same year. Furthermore, the three countries will explore a possibility of forming the liaison network to promote cooperation in the sphere of industry. To promote financial stability in the region, the three countries will continue to strengthen dialogue and cooperation between their financial ministries, central banks and banking regulatory organs.

III. Environmental protection and Science & technology

The three countries will launch East Asia Climate Partnership plan to deal with climate change impacts and early-stage warning system and to cope with air pollution in the region. The countries will enhance scavenging on seas and protection and monitoring of migratory birds. They will step up science and technological cooperation, and the second China-Japan-ROK Science and Technology Cooperation Ministers' meeting will be held in Tokyo in 2009.

IV. Social and cultural affairs

The governments of the three countries will explore the possibility of elevating the bilateral off-shore salvation mechanism to their maritime rescue cooperation program. The second health ministers' meeting was held in Beijing in November 2008, and the three countries will cooperate closely to prevent and cope with a pandemic influenza. They will also continue to extend the scope of health cooperation and cover other issues relating to health.

The cooperation forum of the three countries will be launched again, and it would serve as a consultancy mechanism for their academic foreign affairs and security institutions. ROK-China-Japan children and young people's friendly meeting will be convened in 2009 and 2010 respectively in South Korea and China. And the forum's Young Leaders program will be held in China in 2009.

V. Cooperation in international arena

China, Japan and ROK confer on what business needs from global policy on climate change and a fair and effective approach to the post-2012 climate protection reached at the 2009 United Nations Climate Change Conference held in Copenhagen. The three countries will, among other cooperation endeavors, will step up their dialogues and consultations on African affairs, work to strengthen cooperation with ASEAN, and enhance the East Asia cooperation and support ASEAN to play a leading role in the East Asia region, and make concerted efforts with the parties concerned to advance the process of the Six-Party talks, which involve China, the Democratic People's Republic of Korea (DPRK), the United States, ROK, Japan and Russia.
