China to Control Import-Export of Technologies with Potential Military Applicati

To ensure national security and the public interest of society, as well as fulfilling international obligations such as nonproliferation, anti-terrorism and counter-narcotics, China will strictly control imports and exports of items and technologies that can be used for both civilian and military purposes, an official from the Ministry of Commerce said on February 2.

Zhang Ji, Director General of the Department of Mechanic, Electronic and Hi-Tech Industry, said that since the 1990s China has established relatively perfect legal systems regarding the control of imports and exports of dual-use items and technologies. It has also published seven rules and regulations and nine department regulations as supplementary measures, realizing the preliminary transformation from administrative management to legal management.

Zhang said the “Guideline on Internal Export Control Mechanism for Enterprises Engaged in Dual-Use Items and Technologies” issued by the Ministry of Commerce on August 29, 2007, is another important measure the Chinese government has imposed in the field of export control.
