Changchun Customs Work out Eight Measures to Effectively Answer the Financial Cr

In order to effectively reduce the adverse impact of the international financial crisis on the economic development of Jilin province, today Changchun Customs works out eight measures to support the enlargement of domestic demand and promote the economical growth of Jilin.

It is reported that eight measures mainly include: firstly, the improvement of service concept; Thus, the convenience could be maximally available for the enterprise's clearance. The clearance is simplified through the innovative supervision mode. Also, the supervision-related coordination could be carried out among the Customs inside Jilin. The mode of "Local Declaration & Port Clearance" could be popularized to lower the enterprise's cost for clearance.
Secondly, favorable measures for clearance guarantee shall be implemented to satisfy the enterprise's demands for increase of logistics efficiency. As the guarantee is offered by the financial institutions such as bank, the enterprise could conduct the clearance before paying the tax. If the enterprise has the difficulties to offer the bank guarantee, the General Administration of Customs could approve the hypothecation. Also, if the bank guarantee is available for the large state-owned enterprise, the clearance before tax paying could be applicable to the subsidiaries thereof, so that when undertaking the obligations as per the law, the sites, transport enterprises and enterprise operators could also enjoy more conveniences.
Thirdly, the port construction and the integrated development of area specially controlled by the Customs shall be aggressively promoted, so that the role of area specially controlled by the Customs could be brought into full play. The eligible enterprises shall be supported to set up the bonded warehouse. Meanwhile, the relevant area specially controlled by the Customs or bonded sites shall be established at the border region to upgrade the level of open at the border region.
Fourthly, statistics, monitoring and pre-warning of the Customs shall be brought into full play, so as to serve both the local government and enterprise. The monitoring and pre-warning system of Customs for imports and exports shall be brought into full play. Based on the development of export-oriented economy in Jilin, the real-time monitoring and dynamic pre-warning shall be carried out for the whole province.
Fifthly, the individualized legal service shall be available for the enterprise. The systematic management for the enterprise shall be perfected, so that the law-abiding enterprises could substantially enjoy the convenience for law-biding. For 139 enterprises with category A in Changchun customs area, the convenient clearance service shall be given in terms of regional declaration, port clearance, appointed clearance, door-to-door service and declaration with priorities. For 4 AA enterprises such as Faw-Volkswagen and Tonghua Steel Group, guarantee-free clearance could be given besides enjoying the convenience for category A enterprises.
