To answer the financial crisis in the global and promote stable and rapid growth of economy in Hainan Province, the Haikou Customs launched eight measures to support expansion of domestic demands and promote economic development in Hainan.
Eight measures include that the Haikou Customs will carry out the state policies of adjusting tax reimbursement rate for export and export tariffs on some products in an all-round manner; support the construction of such infrastructure as railroad in east ring of Hainan, port works, Bo'ao Airport; facilitate examination and approval on some equipment that are applicable to tax reliefs in the industrial projects, such as methanol and glass; offer individualized service for equipment import and carrying-forward, etc; implement liaison system for significant projects; adopt quick Customs clearance before tax on the premise of the enterprise can provide the guaranty issued by the financial institution or implement asset hypothecation as approved; carry out quick Customs clearance before tax for the subsidiaries of large-sized central state-owned enterprises under general guaranty of banks, so as to relieve difficulty of fund turnover and amplify the stimulation effect of economy arising from the large projects thereof.
In the meanwhile, the Haikou Customs will also utilize the field supervision pattern of "virtual integrated Customs clearance of Hainan" and provide such convenient clearance as reporting in advance for the category A and AA enterprises, booking of Customs declaration and door-to-door services, etc, so as to reduce enterprises' time and costs therein; encourage and facilitate enterprises to import strategic and resource type goods in the form of bonded warehousing in the Yangpu bonded area; support the construction of Hainan international traveling island, keep track of and serve the construction of significant tourism projects in Hainan; further simplify the approval procedures for domestic sales of processing trade; cultivate the processing trade as a new economic growth in Hainan by transferring the approval authority to each executive Customs, for example, the examination and approval on processing trade and bonded business, tax reliefs and the management of permits and certificates; improve the liaison and coordination mechanism with Haikou, Sanya and large-sized key enterprises in the province; continue carrying out convenient Customs clearance for the export of agricultural products, water and marine products as well as the development of trade at the border of Vietnam; promote the development of key areas and districts in Hainan; give full play to Customs statistics, monitoring and pre-warning, so as to conduct monitoring and analysis on the import & export of important bulk commodities and key export markets with effort and provide reference for the government's decision-making and enterprises' business operation; crack down on smuggling of key commodities, so as to maintain normal trade of import & export along the seaports of Hainan and plow the soil for the expansion of domestic demands.
