Enterprises are Helped to Answer the Crisis and the Economic Development in Shen

[Policy background]
The funds are the basis for the enterprise’s survival and development. As influenced by the financial crisis, some small and medium-sized enterprises in Shenzhen are faced with the dilemma of funds turnover. If the funds chains are unavailable, the enterprises have to go bankruptcy. Confronting the severe situations, Shenzhen Customs, inspection & quarantine bureau and frontier inspection station try to reduce the fund-related pressure on the enterprises. So, a series of measures are directly adopted for reducing the pressure on the enterprises.

We shall positively supporting the state's macro-policies, so that the enterprise’s cash deposit for standing book shall be changed from actual transfer to empty transfer. Thus, the funds shortage of the small and medium-sized enterprises could be relieved. The cash deposit for standing book shall be charged not only for the category A enterprises, but also the category B enterprises as per 122 limited categories. Also, the actual transfer of 50% shall be implemented for the cash deposit.
On the basis of evaluation on category, credit and law-abiding of the enterprise, the collection of risk cash deposit shall be substantially reduced. Also, the risk cash deposit could be exempted for the enterprises with high-level credit or the enterprises which have adopted the actual transfer of cash deposit for standing book and free from smuggling. The risk guarantee mode shall be enlarged. So, according to the customs law, the enterprises could be allowed to take non-cash mode as the guarantee, including the letter of guarantee of bank and assets hypothecation, etc.
[Shenzhen Entry-Exit Inspection and Quarantine Bureau]
The charges shall be exempted and reduced for the inspection and quarantine of the exported food and agricultural products. The charges thereof shall be fully exempted for the export of living livestock, live-bird, aquatic animal and inspection-free agricultural products. The charges shall be reduced by half for the other agricultural exports. Also, 30% of inspection fees for export of textile and clothing products shall be lowered. 640 categories of the goods as listed in the Enter-exit Inspection and Quarantine Concerning the Adjustment of the Catalogue of Enter-Exit Goods shall be no longer charged with the expenses for inspection & quarantine. For the newly added 350 categories of the commodities herein, the expenses shall be exempted within the six-month transition period. For the export food processing enterprises of which the municipal water supply is adopted for processing, the items to be examined shall be reduced from 32 items to 13 items. The inspection fees shall be lowered from RMB 3500 to RMB 1500. As confirmed by the type test, the rebate of 30% shall be available for the inspection & quarantine charge used for the product.

Part of frontier inspection fees shall be exempted, including 6 administrative charges such as the expenses for vehicle examining card and exit & entry disembark certificate, etc. For the vehicle examining card-related expenses, RMB 40 million could be saved for the enterprises and the private car owners.

These good measures really benefit the enterprises in the new year. Both the operational cost and pressure of the enterprises are lowered. Only for the new policies implemented by the Customs, it could help more than 4000 enterprises to save around RMB1.5 billion.
