The approval process for outward processing shall be simplified and the methods of "Declaration Ahead of Time, Examining Once at a Time and Keeping on Record by Batches" shall be adopted. Letter of confirmation for type test shall be simplified. The testing time shall be shortened from 50 working days to 35 working days. The time for examining and issuing thereof shall be shortened from 20 working days to 5 working days.
 

The inspection and supervision on the imported equipment shall be simplified. The inspection time shall be adjusted from 20 working days to 7 working days.
 

The facilitation of procedures shall be made for the re-export of old electromechanical products after imported and repaired. Also, the recording keeping thereof shall be given the priority. The recording keeping time shall be shortened from 20 working days to 5 working days.

Procedures for handling of China Compulsory Certification shall be simplified. The application time for the certificate shall be shortened from 5 working days to 3 working days.
 

Customs clearance procedures for Chinese citizens shall be further simplified. The registration cards are no longer filled out for exit and entry of Chinese citizens at Shenzhen port, including the citizens from mainland China, Hong Kong, Macao and Taiwan. The registration cards for exit and entry are no longer filled out for both foreign and Chinese tourists who pass through China and do no go out of the localized area within 24 hours. Also, the transit formalities shall be completed at a time. If Chinese mainland citizens who leave China for the first time have the effective passport and visa, they could leave China after examined at the frontier inspection station no matter whether the visa is applied at the foreign embassies and consulates in China or abroad.

24-hour clearance service shall be implemented at the frontier inspection stations in Shekou and Yantian. The boats for exit and entry could be inspected at any time. In order to facilitate the exit & entry boat's anchoring alongside the shore for operation, General Station of Exit and Entry Frontier Inspection is working out the online declaration for the exit & entry boats, so that the operation could be carried out immediately after the boat anchors alongside the shore, so as to reduce the operational expenditure arising from the berth.

During the Customs declaration and inspection, a great quantity of logistics costs will be paid if each batch of goods stays at the Customs for one more day. Therefore, if the customs clearance procedures are simplified by the Customs, inspection & quarantine bureau and frontier inspection station, the enterprise's expenses for clearance will be lowered. In this case, more international orders could be obtained.
