[Policy background]
Currently, Shenzhen Customs' automatic e-inspection system, fast frontier inspection & pass system and e-inspection & quarantine mode have played the key role in the first-tier port and enterprise management. The cyber structure of "Great Clearance" sufficiently provides the enterprises in Shenzhen with various benefits in terms of clearance. On the basis herein, the Customs, the frontier inspection stations and the inspection & quarantine departments are continuously upgrading the clearance mode, so as to forge a more convenient "E-Customs Station".

This year, based on the optimization of classified clearance mode implemented by the General Administration of Customs, Shenzhen Customs will continuously deepen the reformation of risk classification-based clearance supervision system and spare no efforts on the construction of "Three Centers". The Customs' command & monitoring center shall be launched to achieve the real-time monitoring on the ports, supervision on the remote command & dispatch, dynamic control of clearance data as well as establish the working system for flexibly arrangement of monitoring force at the Customs. Also, the scope of document acceptance shall be expanded and the restriction on category of the enterprise shall be relaxed at the site where the documents tendering could be freely chosen. The document management mode under convenient clearance shall be perfected. The pilot bonded business examining center shall be surveyed. Meanwhile, the electronic data for bonded process shall be centralized for examining, risk evaluation, monitoring and analysis.
 
[Shenzhen Entry-Exit Inspection and Quarantine Bureau]
Informatization shall be accelerated to realize the e-clearance of inspection and quarantine. The fully recording management system for the import and export enterprises and fully declaration management system for the import and export goods shall be propagandized. The e-inspection and "Interaction between the Inspector and Enterprise" shall be realized. The advanced RFID technology shall be adopted to achieve the automatic declaration and clearness control for the vehicles which come in and go out the boundary. Thus, the paper supervision book for driver's declaration could be cancelled. The fast e-clearance with low cost shall be realized. The supervision mode shall be optimized and the credit management for the enterprises shall be intensified. The risk-related information shall be fully collected for the imported and exported products. For the export enterprise of which the quality rating is A-level, the proportion of spot checking could be reduced by 30-50% on the previous basis. Meanwhile, the paperless clearance shall be gradually adopted. Meanwhile, under the premise of effective supervision, the imported and exported products could be let pass via end to end if the enterprise thereof meets the relevant requirements. Two customs stations such as the inland and port could be changed as one customs station. Also, the "Fast Channel" shall be established for the inspection and quarantine of goods through the direct route across Taiwan Strait. The e-quarantine shall be adopted for the eligible ships and aircrafts through the direct route across Taiwan Strait, so as to decrease the waiting time of travelers.
 
[Shenzhen General Station of Exit and Entry Frontier Inspection]
The relevant input and technical contents of clearance shall be increased, so as to further improve the electron, intelligence and intensification of the frontier inspection. The exit and entry vehicles checked by Shenzhen General Station of Exit and Entry Frontier Inspection are more than 40,000 units daily and the annual inspection thereof accounted for over 15.5 million units, 75% of the exit and entry vehicles nationwide. So, it is veritably deemed as the golden logistics channel between Shenzhen and Hong Kong. The vehicle inspection mainly adopts the "Automatic Inspection System for Exit and Entry Vehicle" (hereinafter referred to as the "Fast Channel") independently developed by the Shenzhen General Station of Exit and Entry Frontier Inspection. However, both the software and hardware hereof developed at the early stage are outdated. So, the "Fast Channel" system is fully upgraded and the equipment installation & debugging are firstly carried out at the small car lane and container truck lane in Huanggang port for exit & entry, so as to realize the fully self-help clearance. This system will be gradually introduced to the other land route ports in Shenzhen.

The self-developed "automatic entry-exit inspection system for passengers" are installed in such five ports as Luohu, Huanggang, Wenjingdu, Shatoujiao and Shenzhen Bay and Futian. At present, 169 self-serviced inspection channels for passengers can check about 230,000 entry-exit passengers every day in average, accounting for nearly 60% of the passenger volume to Hong Kong and Macau. Also, it just takes 6 to 10 seconds to complete self-serviced clearance for a passenger, thus dramatically enhancing working efficiency. In addition, the Shenzhen General Station of Exit and Entry Frontier Inspection will further optimize this system.

Once Shenzhen ports meet with traffic jam, the prices of electronic products in the global will "catch a cold". Shenzhen ports are situated at the fortress of the global manufacturing base, so to realize "fast clearance" and "clearance in bulk quantity" is not only common wish of most enterprises and passengers, but a necessary choice to rejuvenate Shenzhen's foreign trade and economy as well. So, the electronic clearance jointly launched by various port administrative departments will greatly level up international competitiveness of the enterprises in Shenzhen.
 
Also, we shall carry forward the cooperation between Shenzhen and Hong Kong and jointly build up green channels therefor.
