Enterprises are Helped to Answer the Crisis and the Economic Development in Shen

[Policy background]
In order to survive in the economic winter, the Municipal Committee and the Municipal Government of Shenzhen further strengthen service awareness and 2009 has been deemed as the "service year". Hence, the port administrative departments have paid great attention and support to this policy and are taking effective measures to support the development of local economy. Particularly, the Customs will offer more support on the construction of harbors and logistics parks, while the departments of inspection and quarantine will help enterprises level up laboratory construction on the strength of their technical advantages.

The new round of planning and construction of harbors and airports in Shenzhen will be supported with effort this year, so as to level up the competitiveness of modern logistics in Shenzhen. In addition, the construction of the eastern port area of Yantian Harbor and the Dachan Bay Port as well as the preparation of Qianhai Bay Bonded Port Area shall be carried forward, and the research program on bonded logistics at airports shall be made. Also, the networking construction of Yantian Harbor shall be supported, so as to achieve quick clearance among different controlled areas and Yantian docks based on the integrated business pattern of modern information and network technique.
[Shenzhen Entry-Exit Inspection and Quarantine Bureau]
We shall help enterprises establish the quality control system covering the whole process of product production. Also, enterprises are encouraged to set up their own laboratories. The inspection results issued by the enterprise laboratories that are authenticated by the authorities could be accepted. In addition, specialists will be assigned to launch training for the inspectors who are filed in record, so as to enhance the enterprises' capability in self-check and self-control.
The construction of key projects in Shenzhen shall be paid with attention in advance, and the corresponding supporting measures shall be respectively formulated and implemented.
The enterprises in Shenzhen are supported to participate in international and domestic trade and technical cooperation in terms of food and agricultural products.
The study on international technical standards shall be strengthened; also, the changes of overseas markets and the formulation of international laws, regulations and standards that relate to technical trade measures shall be closely paid with attention, so as to accurately keep track of the latest international requirements, timely release pre-warning, break barriers of international technology and take precautionary measures against commercial fraud.

Shenzhen adopts the export-oriented economy, so port logistics and bonded logistics will surely play a critical role. Also, enterprises in Shenzhen could hardly avoid various barriers that may incur in the course of "going abroad". However, the Shenzhen Customs' all-out support in the construction of harbors and bonded areas and the inspection & quarantine bureau's help with technical advantages to break international barriers for enterprises will prop up a more powerful "Hardware" for Shenzhen in a new round of international competition.
