As per the International Business Daily, in order to help the enterprises to answer the financial crisis and promote the sustainable development of foreign trade in Xiamen, 15 specific supporting measures were issued by Xiamen Customs on November 24. For the export customs declaration form of export enterprises in Xiamen, the issuing time for certification page thereof will be shortened from 5 working-days to 3 working-days after the application is submitted by the enterprise.
According to reports, the research teams will be established by the Xiamen Customs at the headquarters and each operation site to help the enterprises answer the financial crisis and timely learn about the enterprises' difficulties. Also, the "coordination committee for supporting the enterprises to answer the financial crisis" shall be established and coordinated by the relevant leaders. Meanwhile, daily report system for enterprise clearance-related knotty information shall be implemented, so that the urgent matters could be handled firstly. Meanwhile, the propaganda shall be enhanced for various preferential policies launched by the state for expanding the domestic demand and encouraging the import and exports as well as promoting the economic growth. The pre-classification and policy guidance service shall be available for the advanced industry, special industry and pillar enterprise in Xiamen. The "office for consultation of classification, price evaluation and tax reliefs" shall be established at the office building of Xiamen Customs. The column of "policy propaganda" shall be launched at the Customs' website. In addition, the service hot line: 0592-2152903 shall be disclosed for offering consultation services.
In a bid to improve the clearance efficiency, the "Fast Channel" will be expanded to 50% of the customs declaration. Also, the low-risk category B enterprises and bills of entry confirmed by the Customs and particularly supported by local government shall be brought into the fast channel. The inspection-free outward cargo shall be let pass at the same day. The outward cargo with pre-engagement for inspection shall be inspected and let pass at the same day. If the data are complete, authentic and effective, the price evaluation on customs formalities could be finished within 2 working days for import and finished within 1 working day for export. In addition, the issuing time for the certification page used in the = customs declaration form shall be shorted from 5 working days to 3 working days after the application is submitted by the enterprise.
In order to relieve the enterprise's fund pressure, the Customs shall implement the guarantee clearance, namely, the fast clearance such as pass before tax paying could be adopted if the non-category AA enterprises are provided with the bank guarantee. If the enterprise has the difficulties to offer the bank guarantee, the General Administration of Customs could approve the hypothecation. Also, if the bank guarantee is available for the large state-owned enterprise, the clearance before tax paying could be applicable to the subsidiaries thereof. For the enterprises which particularly lack the funds, the taxation could be paid by installment after the bank guarantee or mortgage is offered. On the basis of enterprise's category, credit, law-abiding comprehensively evaluated, the scope and amount of the cash deposit levying shall be moderately reduced. Also, the modes of cash deposit guarantee for processing trade-related enterprises shall be increased.
For improving the efficiency of logistics, the Customs shall emphasize on the improvement of business reform. Under the premise of the delivered report and inspection on the realizable products, the supervision mode of "customs declaration ahead of time, outpost flowing and realizable product inspection" shall be implemented; also, the e-clearance mode shall be popularized. The scope of "green door for tax levying of import cargoes" and the green door for price evaluation" shall be expanded. The airlift transfer mode between the airport and bonded area shall be extended to the airlift transfer between the airport and the export processing zone. Meanwhile, the transformation and upgrading of processing trade shall be aggressively promoted. The construction of Haicang bonded area shall be fully supported to ensure the operation as scheduled. The integration of Xiangyu bonded area, Xiangyu bonded logistics park and Dongdu harbor area shall be positively carried out. The approval process for the domestic market shall be simplified for the processing trade-related finished products, semi-finished products and excess stock to shorten the time limits for classification of domestic sales, price evaluation, bill evaluation and taxes levying, so as to realize the exporting and domestic sales at the same time.
