Xiamen Customs: 15 Measures are Adopted to Help the Enterprises Answer the Finan

In order to let more enterprises enjoy the "convenience from law-abiding", the Customs will implement the dynamic & systematic classification management system for the enterprises, so that the eligible enterprises could be helped to improve the category. The enterprise's application for category A and category AA shall be shortened, among which category A examining and category AA examining handled by General Administration of Customs shall be respectively shortened by 5 working days. The customs declaration with pre-engagement and door-to-door service shall be available for the category A and category AA enterprises. Meanwhile, lower rate of inspection, favorable policies for customs clearance procedures, enterprise registration and registration formalities of customs broker shall be available. Under the premise of handling the legal case as per the law, the enforcement measures such as detaining of personnel and goods, sequestration and freezing shall be reduced to the minimum. Thus, the impact on the production operations of enterprise could be avoided as far as possible. For the cases with simplicity and clear facts, they shall be completed with 3 working days.
 

As the "Four Protocols" are signed by the Association for Relations across the Taiwan Strait and the Straits Exchange Foundation, the Customs are considering the supervision measures after the protocols are effective. Meanwhile, the control center for freight and distribution to Taiwan and logistics center for Taiwan commodities shall be established. Also, "One-Stop Service" will be available for major Taiwan-related economic trade activities such as "Taiwan Fair" and "Across Strait Fair".
 

Since November, 2008, Xiamen Customs launched the emergency mechanism for daily and ten day report on export data, so as to provide the party and government at the provincial and city-level with the urgently needed import and export data of foreign trade at the very beginning. The data inquiry from the enterprises shall be handled at any time. The statistics, monitoring and pre-warning for import and export shall be strengthened. The import and export-related features and development trends inside the customs area shall be timely reflected and suggestions shall be proposed from the perspective of Customs.

Moreover, the mode of "Local Declaration and Port Clearance" shall be continuously exchanged between Xiamen Customs and the inland customs, so as to expand the cooperative projects in Yangtze River Delta and Pearl River Delta as well as promote the instant development of international transit, offshore barge conveyance and internal & foreign trade-related shipping. In addition, the Customs' protection for self-owned intellectual property shall be strengthened.
