At the working conference of Xiamen Customs of 2009 convened the other day, Ding Xuehui, Director of Xiamen Customs, pointed out that Haixi mainly depends on export-oriented economy and is highly dependent upon the external economic environment, so we will encounter more difficulty in this year's economical operation under the impact of International financial crisis. In order to make the Customs play an important role in answering the International financial crisis and help enterprises tide over difficulty, the Customs will make efforts on "optimization, help and push", so as to optimize supervision and services of the Customs, and promote sustainable and rapid development of Haixi economy.
"Optimization" refers to simplify procedures and optimize clearance environment. Xiamen Customs will promote the construction of centralized inspection centers in the Dongdu, Haicang port areas; further carry forward the clearance pattern of "local declaration and port clearance", so as to facilitate inland enterprises via local declaration; simplify the procedures for international transshipment and realize instant transfer and instant unloading & loading for transshipment cargos, so as to build up Xiamen port as an international transshipment terminal and a major gateway port towards Taiwan. In the meantime, Xiamen Customs will also launch the classification clearance with risks, non-paper clearance and in-advance declaration, etc, so as to simplify procedures and enhance clearance efficiency; insist on the "24-hour subscription to clearance" and the on-site "5+2" working system for primary business, so as to guarantee "non-stranded" imported and exported products for emergency.
"Help": improving the level of service to help the enterprises solve the crisis. The Customs will continuously fulfill the Ten Measures of General Administration of Customs for Supporting the Increase of Domestic Demand to Promote the Economic Growth and the 15 Measures of Xiamen Customs for Supporting the Enterprises to Answer the Financial Crisis and Promote the Sustainable and Steadily Growth of Foreign Trade. The coordination system for answering the financial crisis shall be improved. Also, the enterprises' actual demands and difficulties shall be timely learned. Meanwhile, the eligible enterprises shall be positively helped to adjust the management category, so that the examining time for enterprise's application for category A and category AA shall be respectively shortened by 5 working days. Thus, more law-abiding enterprises could enjoy the high efficiency and top quality service. The emergency coordination system for clearance shall be improved, so that the coordinators could be arranged for more enterprises to timely solve the difficulties encountered by the enterprises. The protection of the self-owned intellectual property rights shall be further enhanced to boost the development of the enterprises with self-owned brands. Also, the "Sunshine Judicature" shall be implemented, so as to encourage the disclosure of government affairs, information and judicature.
"Push": the pilot projects shall be encouraged, so as to push on the development of bonded trade. We shall spare no efforts on the integration of Dongdu port area, Xiangyu bonded area and Xiangyu Bonded Logistics Park. The supervision organization, supervision facilities, supervision process and supervisory system shall be studied and integrated, in order to construct the pilot point for integration and innovation of the area specially controlled by the Customs. The supervisory proposal for Haicang bonded port zone shall be worked out to help the local government pass the examination jointly made by the relevant departments of state for Haicang bonded port zone and Torch (Xiang'an) Bonded Logistics Center (type B), which could be officially launched for operation at the first half of the year. Quanzhou export processing zone shall be encouraged to carry out the pilot repair for the imported shipping-related materials, which face to the foreign and domestic customers. The approval process for domestic sales of bonded logistics shall be simplified. The processing trade enterprises shall be encouraged to better the utilization of both international and home markets to realize the growth of export and domestic sales. The enterprises shall be encouraged to carry out the bonded logistics, R&D, testing and repair, so that they could extend the industry chain, improve the added value, change the growth mode and answer the financial crisis.
In addition, Xiamen Customs will positively deal with the "great three links" across the Taiwan Straits (direct link of trade, travel and post), pay close attention to new situations and problems that may occur after the "three links", simplify clearance procedures and make efforts to construct integrated hubs and main channels for the "great three links" across the Taiwan Straits; promote the "five links" for the development of roll on/roll off service at the sea-air ports of Taiwan, vigorously support the construction of the center fishing harbor in Mintai and the expansion of Dadeng small commodity transaction market towards Taiwan (phase II); promote direct routes for airfreight, set up Jinjiang logistics & distribution center towards Taiwan, support the post bureau to prepare the construction of mail hub towards Taiwan, so as to promote the rapid development in economy and trade across the Taiwan Straits.
