India Issued Final Ruling of Anti-Dumping Investigation on Chinese Viscose Staple Fibre, Proposing to Levy Formal Anti-Dumping Duty

The Economic and Commercial Counsellor's Office of the Embassy of the People's Republic of China in the Republic of India received a letter from the anti-dumping authority of the Ministry of Commerce & Industry of India that, on May 17, 2010, the authority issued the final ruling of the anti-dumping investigation on viscose staple fibre (excluding bamboo fibre) originating in China, proposing to impose formal anti-dumping duty on the Chinese products.

Since no Chinese export enterprise responded to the anti-dumping proceeding, the anti-dumping authority viewed China as a country with non-market economy, took Indonesia as the substitute to calculate the normal value of Chinese exports, and finally determined that the margins of dumping of all the Chinese export enterprises shall be between 10% and 15% while the margins of injury determined at between 5% and 15%.

Ultimately, the dumping duty rate of Chinese enterprises was determined at USD 0.194 per ton.
