India Initiated Anti-dumping Investigation on PVC Flex Films from China

According to the news from Directorate General of Anti-Dumping (DGAD) in India, the DGAD initiated anti-dumping investigation on PVC Flex Films originated from China on February 1, which was the third anti-dumping case to China launched by India.

The applicant for this investigation was Pioneer Polyleathers Co.,Ltd, with the India HS Code of involved products including 39201019, 39201012, 39204900, 39219026, 39219029, 39269099, 39199090, 39181090, 39189090 and 3926908. The investigation period of anti-dumping review was from April 1st 2008 to September 30th 2009. Since the applicant started to produce the involved products from April 2008, the investigation period for injury was stipulated from April 2008 to September 2009. According to the statistics from the Ministry of Industry and Commerce in India, from April 2008 to April 2009, the value of involved products that India imported from China amounted to 400 million U.S. dollars. Any interest related entities shall submit relevant information within 40 days after the release of announcement.

The applicant said that, as of China to be the Non-market Economy Country, the DGAD shall adopt South Korea as the third country to calculate the normal value of Chinese products, but the DGAD tended to use constructed price (based on India data).
