On October 8, 2008, the Ministry of Commerce of the People's Republic of China received the formal application for anti-dumping investigation submitted by, on behalf of the domestic primary Apicid acid industry, China Petroleum Natural Gas Co., Ltd. Liaoyang Petrochemical Branch, where the applicant requested an anti-dumping investigation into the imported Apicid acid Originating in South Korea, the European Union and the United States.

According to the provisions of the Regulations of the People' s Republic of China on Anti- dumping,the Ministry of Commerce examined the related issues, namely,the qualification of the applicants, the information about the products under application for investigation, the information about the like products of China, the impact of the products under application for investigation upon the domestic industry, as well as the related situation of the country under application for investigation and so on. At the same time, the Ministry of Commerce examined the evidences described in the application on dumping, injury and their cause and effect relationships between. The preliminary evidences provided by the applicants indicated that since the annual output of the applicant-- China Petroleum Natural Gas Co., Ltd. Liaoyang Petrochemical Branch for Apicid acid was beyond 50% of the total output of China mainland in2005, 2006 and 2007, it was in line with the Article 11, 13 and 17 of the Anti-dumping Regulation of the People' s Republic of China for the domestic industry to submit applications for anti-dumping investigation. At the same time, the application included issues and evidences specified in the Article 14 and 15 of the Anti-dumping Regulation of the People' s Republic of China for initiating anti-dumping investigation.

Based on the above results of examination and according to the provision of the Article 16 of the Regulations of the People' s Republic of China on Anti- dumping, the Ministry of Commerce decides to initiate anti-dumping investigation into the imported Apicid acid Originating in South Korea, the European Union and the United States as of November 10, 2008. The relevant matters are hereby promulgated as follows:
