The U.S. Department of Commerce Corrected Preliminary Ruling of Anti-Dumping Case on Drill Pipes from China

On August 12, 2010, the Department of Commerce of the United States released an Announcement, correcting the preliminary ruling of the anti-dumping case on the drill pipes from China issued on August 6, 2010.

According to the Announcement of correction, the actual anti-dumping duty rates shall be as follows:

The actual anti-dumping duty rate for Baoshan Iron & Steel Co., Ltd. shall be changed to 2.66% from 7.64%; that for enterprises responding to the proceeding with separate rates such as Shanxi Fenglei Drilling Tools Co., Ltd, Jiangsu Shuguang Huayang Drilling Tool Co., Ltd. (JSH), and Jiangyin Long-bright Drill Pipe Manufacture Co., Ltd shall be changed to 104.33% from 106.82%; the duty rates for other enterprises remain unchanged, that is, the duty rate for the mandatory respondent, DP Master Group shall be 206%; the dumping margin of Shanxi Yida Special Steel Imp. & Exp. Co., Ltd. is 0%; and the duty rates applicable to China-wide enterprises involved into the proceeding shall be 429.29%.

The Department of Commerce of the United States will notify U.S. Customs authorities to collect cash security-deposits or letters of guarantee based on the foregoing changed preliminary duty rates on the drill pipes from China.
