The U.S. Made Anti-Dumping Emergency Preliminary Ruling on Drill Pipe/Tube Products from China

On August 18, 2010, the Department of Commerce of the United States issued an Announcement, making an anti-dumping emergency preliminary ruling on the drill pipe/tube products originating in China.

There is evidence that large import was conducted in a relatively short time by DP Master Manufacturing Co., Ltd., Baoshan Iron & Steel Co., Ltd., Chinese applicants for separate duty rates, and Chinese enterprises subject to the general duty rate.

Therefore, the Department of Commerce of the United States is justified in believing or suspecting that emergency occurred in those Chinese enterprises involved.

According to the affirmative ruling, the Department of Commerce will notify the U.S. Customs and Border Protection to suspend the liquidation of the Chinese enterprises involved into the proceeding except Shanxi Yida Special Steel Imp. & Exp. Co., Ltd.

On January 27, 2010, the Department of Commerce of the United States launched an anti-dumping & anti-subsidy investigation into the drill pipe/tube products originating in China.

The U.S. HS Codes of the products in question were 73042200.30, 73042200.45, 73042200.60, 73042330.00, 73042360.30, 73042360.45, 73042360.60, and 84314380.40, meanwhile, such products also went through the U.S. Customs under the HS Codes of 84314380.60, 84314340.00, 73043900.28, 73043900.32, 73043900.36, 73043900.40, 73043900.44, 73043900.48, 73043900.52, 73043900.56, 73044900.15, 73044900.60, 73045980.20, 73045980.25, 73045980.30, 73045980.35, 73045980.40, 73045980.45, 73045980.50, and 73045980.55.

On August 18, 2010, the Department of Commerce of the United States made an anti-dumping preliminary ruling on the case, determining the subsidy rates of Chinese enterprises involved from 0.00% to 206.00%.
