The Amended Import & Export Tariff for Chinese Leather Industry in 2009

The updated Import & Export Tariff Regulations of the People's Republic of China implemented on January 1, 2009, concerning the leather sector we may see features as following:

1. In accordance with WTO rules China has fulfilled the commitment of MFN import tariffs, the import for leather products impose 12.2% tariffs as same as last year.

2. In recent years China is speeding up the building of bilateral or multilateral free trade zones and offering the preferential tariffs in large scale. China implements the
conventional tariff on the countries and regions that signed free trade agreements with China, the conventional tariffs are lower than the preferential tax rate. Compared with last year the import tariffs imposed on leather products for free trade zones enjoy further preferential tariffs, for instance the countries like Chile, the eight countries of ASEAN, Pakistan and New Zealand.

The average import tariff imposed on Chile is 1.7% in 2009, 10% lower than the most favorite nation tariffs, and 1.6% lower than previous year. The import tariffs for shoes and boots and their components implement the zero tariffs.

The average import tariff imposed on Pakistan is 8.5%, 1.6 percent below last year, and 3.7% less than the most favorite nation tariffs.

The average import tariff imposed on the eight countries of ASEAN is 2.7%, less 9.5% than the most favorite nation tariffs, 3.3% below than last year. For the import tariffs of raw hides and skins dropped to 1%.

The average import tariff imposed on New Zealand is 7.3%, 4.9 percent less than the most favorite nation tariffs, and down 4.8% than last year. The tariffs for import of raw hides and finished leather dropped to 4.4%.

3. Temporarily lower the import tariffs on certain semi-finished leather including two new value added tax Nos.

In addition to further reduction of 2% import tariffs on semi-finished leather with six VAT Nos., there are other two VAT Nos. cutting 2% of import tariffs temporarily in the year 2009, one is for semi-finished leather with VAT No. 41044100, and the other is for finished leather with VAT No. 41071210.
