New 11.35% Anti-dumping Levy Imposed on Huvis Fiberfill

Washington, January 5, 2001 — FiberSource has learned that the U.S. Department of Commerce has issued a preliminary determination in a “changed circumstances review” that finds Huvis to be a new South Korean company that is not a successor-in-interest to either of the two companies that divested themselves of the facilities acquired by Huvis (Samyang and SK Chemicals). The Department, therefore, has ordered collection of duties on Huvis' entries of polyester fiberfill retroactive to November 1, 2000, the creation date for Huvis. The new duty is set at the “all others” rate of 11.35% from the fiberfill anti-dumping case brought by U.S. producers against South Korea and Taiwan in 2000.

The official notice on this is expected to be published in the Federal Register during the week of January 8, 2001.

With the new ruling in place all polyester fiberfill imports from South Korea are now subject to anti-dumping levies ranging from 7.91% to 14.10%.
