Comprehensive Interpretation on the Direction and Trend of Import and Export Pol

1. The general situation of export rebate rate for machine tool is as following:

(1) The export rebate rate for metal-working machine (including flow-forming machines), non-metallic working machine (including processing machine for hard materials such as stone, glass, wood, hard rubber etc.), and foundry equipments is 17 percent.

(2) The export rebate rate for parts and accessories, clamping apparatus, index head of the above-mentioned machines is 15 percent.

(3) The export rebate rate for various kinds of processing tools(including forge pressing, stamping, drilling, boring,reaming, milling, turning etc.) is 13%.

(4) The export rebate rate for grinding tools, grinding material (including emery cloth and sand paper), and band saw blade is 5%.

2. Import tariff policy adjustment to key spare parts and accessories, raw materials of major technology equipments.

On August 20, 2008, six authorities of Ministry of Finance, National Development and Reform Commission, the Ministry of Public Works and the General Administration of Customs etc. jointly published Notice of Import Tariff Policy Adjustment on Major Technology Equipment (hereinafter referred to as the Notice).

According to the notice, key spare parts and accessories and raw materials that are necessarily imported for the purpose of domestic manufacturers producing major technology equipments and products that encouraged and supported by the nation should be exempted from import tax and import value-added tax. The import tariff policy released on March 26, 2008 followed the principle of "refund after collection" and the refund should be disposed as the statement capital in investment which was mainly used for enterprises new products' research and development and self-innovation construction. Altogether 12 kinds of large-scale, precise and high-speed digital machine tool, CNC machine tool devices and 6 kinds of key functional spare parts are included.

(1) Machining center

<1> vertical machining center: working plate size ≥1200mm×800mm, fast-moving speed≥40m/min, repeat location accuracy≤0.004mm.

<2> horizontal machining centre: working plate size ≥800mm×800mm, fast-moving speed≥40m/min, repeat location accuracy≤0.004mm (five-axis or select two from the three qualifications).

Imports of key spare parts and accessories enjoying tax-free are:
direct drive electromotor rotary table, automatic tool changer, electro-spindles, accumulator, hydraulic cylinders, spindle broach bodies, hydraulic pumps, cutting tools built-in monitoring devices, work piece built-in monitoring devices and guideway cover.

(2) Gantry machine centre (including gantry type boring and milling machines)

<1> working plate size ≥1500mm×3000mm, repeat location accuracy≤0.008mm

<2> working plate size ≥4000mm×8000mm, repeat location accuracy≤0.01mm.

Imports of key spare parts and accessories enjoying tax-free are:
automatic tool changer, ram slide plate parts, electro-spindles, high-pressure pump, hydraulic pumps, accumulators, cutting tools built-in monitoring devices, work piece built-in monitoring devices, multihead metering pump, gear-box, facinghead, double swing cutter head and speed-increasing cutter head.

(3) Computerized numerical control lathe (including turning centre):
<1> 630mm≤machining diameter<1000mm, repeat location accuracy≤0.005mm, radial circle run-out≤0.003mm.

<2>machining diameter≥1000mm, repeat location accuracy≤0.01mm, radial circle run-out≤0.005mm.

<3> turning centre: repeat location accuracy≤0.02mm, radial circle run-out≤0.002mm, number of axles≥3.

Imports of key spare parts and accessories enjoying tax-free are:

Power screws, electro-spindles, encoders, spindle broach bodies.

(4) CNC heavy-duty horizontal lathe (including turning centre): machining diameter≥2000mm, repeat location accuracy≤0.02mm, radial circle run-out≤0.01mm.

Imports of key spare parts and accessories enjoying tax-free are: multihead metering pump, built-in knife alignment device, built-in diameter measuring device, cutter, receiver, frequency-variable speed-adjustable system, optical square, rotary head.

(5) CNC large-sized vertical lathe (including turning centre):

<1> 2m≤machining diameter≥≤5m, repeat location accuracy≤0.008mm.

<2>5m≤machining diameter≤15m, repeat location accurancy≤0.01mm.

<3>machining diameter≥15m, repeat location accurancy≤0.02mm.

(7) CNC gear hobbing machine, gear shaper, gear-shaving machine
<1> CNC gear hobbing machine: number of motion axes≥ 4, gears manufacture precision is not less than 6, machining diameter≥130mm, roller cutter rotating speed≥500r/min; machining diameter≥800mm, roller cutter rotating speed≥200r/min (select two from the four qualifications)

<2> CNC gear sharper: machining diameter ≥130mm, gear shaping speed is 500/min, number of motion axes≥3, gears manufacture precision is not less than 6.

<3> CNC gear-shaving machine: number of motion axes≥2, gears manufacture precision is not less than 6, machining diameter ≥130mm
