AQSIQ Issues Opinions on Launching Quality-enhancing Initiatives

The AQSIQ issued the Opinions on Launching of Quality-Enhancing Initiatives within the Quality Inspection Agencies Nationwide on February 26. The Opinions urges all quality inspection agencies to launch quality enhancing initiatives to improve inspection services and help promote stable and rapid economic development.

According to the Opinions, the objectives of the Quality-Enhancing Initiatives are as follows: Striving to effectively help promote stable and rapid economic development; implementing scientific supervision and administration to prevent regional and major quality and safety incidents from occurring; making efforts to enhance fundamental assurance and local level administration to improve the overall capabilities of all quality inspection agencies in performing their functions. Efforts shall be exerted to help businesses assume the primary responsibility in ensuring quality and safety, to urge government departments at all levels to strengthen leadership in quality management, to help industrial organizations provide greater support, more guidance and better services, and to enhance various sectors' sense of quality. The ultimate goal is to raise China's product quality to a new level.

To contribute more to economic development, the quality inspection agencies are required to carry out quality invigoration programs, promote the establishment of governmental quality incentive system, proactively implement the top-brand development strategy, strengthen construction of product quality demonstration areas, quicken development of quality integrity system, and facilitate foreign trade, and etc. To enhance effectiveness and soundness of supervision and administration, the quality inspection agencies shall improve the quality status analysis system, the system on supervision of all links concerning product quality and effectiveness of special rectification on product quality, ensure supervision by law, enhance administrative law-enforcement level, and innovate systems and mechanisms on quality and safety supervision and administration. To improve the basic level capabilities, the quality inspection agencies shall improve standardization administration, strengthen certification and accreditation system, improve metrological supervision, ensure technical assurance for inspection and testing, urge ports to step up inspection and quarantine capability building, boost quality inspection informatization, give an impetus to scientific research on quality management, and improve local level administration capabilities.

To ensure the progress of the initiatives, the AQSIQ sets up a leading group, under which there is an executing office. AQSIQ Minister Wang Yong is the leader of the leading group.

The overall objectives, as stated in the annex of the Opinions, put forward 35 specific programs to be implemented this year, and specify relevant contents, measures to be taken, major undertakers, participating departments, and implementation date.
