New Trend for Import and Export Duty on Leather Industry in 2009

The new tariff on import and export of the People's Republic of China has been implemented on January 1, 2009, and the tariff on import and export of leather product takes the following characters:

First, the import duty rate of most-favored country on leather product in China has been implemented according to the agreement with WTO. The average import duty rate of most-favored country on leather product is 12.2% in 2009, same to that in 2008.

Second, in recently years, China enhanced the step of promoting bilateral or multilateral free trade area, and the scope for tax preferential items on bilateral and multilateral trade was extended.

The average import duty from Chile to China is 1.7% in 2009, down 10.5 percentage points than that in most-favored country, lowering 1.6 percentage points than that in 2008. The import duty on shoes and shoes accessories has been cut to zero.

The average import duty from Pakistan to China is 18.5% in 2009, down 3.7 percentage points than that in most-favored country, lowering 0.5 percentage point than that in 2008.

The average import duty from ASEAN to China is 2.7% in 2009, down 9.5 percentage points than that in most-favored country, lowering 3.3 percentage points than that in 2008. The average import duty of peltry has been cut to 1%.

The average import duty from New Zealand to China is 7.3% in 2009, down 4.9 percentage points than that in most-favored country, lowering 4.8 percentage points than that in 2008. The average import duty of peltry and finished leather has been cut to 4.4%.

Third, the import duty on some semi finished leather product was lowered temporarily but added two customs code.

In 2009, beside remain lowering 2 percentage points of import duty on 6 semi-finished leather, China lowers 2 percentage points on one semi-finished leather and one finished leather too.
