MOFCOM and MOST Jointly Issued Opinions on Encouraging Export of Technologies

For the purpose of maintaining stable growth of foreign trade, optimizing export structure, pushing forward rapid growth of technology export and raising the proportion of technology export in technology trade, the Ministry of Commerce (MOFCOM) and the Ministry of Science and Technology (MOST) recently jointly issued the Opinions on Encouraging Export of Technologies (hereinafter referred to as "Opinions").
The Opinions puts forward policies and measures in three aspects of policy support, strengthening international cooperation and improving management and service to bolster enterprises to proactively export mature industrialization technologies.
Firstly, positively provide finance and insurance support to boost scientific institutes to contract overseas R&D business and encourage scientific enterprises to "go abroad" on the basis of implementing the existing policies.
Secondly, utilize a variety of promotion platforms to organize and host technology export introduction fairs to publicize Chinese advantageous technologies while further facilitating international technology cooperation.
And thirdly, intensify the construction of the service system of technology export, step up the management and protection of intellectual property and further perfect laws and regulations and management system.
The issuing of the Opinions offers the guarantee to boost the export of mature industrialization technologies in policy.
MOFCOM will take initiatives to implement the Opinions together with relevant departments to push forward administration and protection of intellectual property, build the technology export service system and trading platform and create a good policy environment for enterprises to explore international market by perfecting fiscal, financial and taxation policies.
