According to the Free Trade Agreement Between The Government of the People's Republic of China and The Government of New Zealand (hereinafter referred to as "Agreement"), China implements special safeguard measures on agricultural products originated from New Zealand under 11 HS Codes. On April 8, 2010, the General Administration of Customs of China released on www.customs.gov.cn, its website oriented externally, that the import quantity of solid and concentrated non-solid milk and cream (under the HS Codes of 04021000, 04022100, 04022900 and 04029100) under the control of special safeguard measures had approached to this year's standard for triggering the special safeguard measures, which is set to 104,738 tons.

As the declared import of aforementioned agricultural products had reached 104,747.2 tons up to April 16, 2010, exceeding this year'strigger standard,. China will levy import tariff at the most-favored-nation rate as from April 17, 2010, on the aforementioned agricultural products originated from New Zealand under the "Agreement". In addition, tariff rates applicable to those agricultural products en-route for import and other relevant issues shall be implemented in accordance with the provisions set in the Announcement of the General Administration of Customs of China, No.91, 2008..
