MOFCOM and Other Six Ministries and Commissions Jointly Printed and Distributed the Implementing Rules for the Administration on Circulation Outlets of Home Appliances to the Countryside

To further strengthen the inspection and supervision over the circulation outlets of home appliances to the countryside and boost the orderly progress of work related to home appliances to the countryside, such seven ministries and commissions as the Ministry of Commerce (MOFCOM), the Ministry of Finance (MOF), the Ministry of Industry and Information Technology (MIIT), the National Development and Reform Commission (NDRC), the State Administration of Taxation (SAT), the State Administration of Industry and Commerce (SAIC) and the State Quality Inspection Administration (AQSIQ) jointly printed and distributed the Implementing Rules for the Administration on Circulation Outlets of Home Appliances to the Countryside.
The Rules points out that the competent authorities of commerce, finance, industry and information technology, development and reform (price), taxation, industry and commerce as well as quality inspection shall in accordance with laws, regulations and related provisions for home appliances to the countryside investigate and punish illegal acts within their respective functions and duties and simultaneously requires bid-winning circulation enterprises to practically perform the commitments to regulate the sales and service guarantee of home appliances to the countryside, formulate and record the measures of the punishment for the illegal sales outlets and order those conduct illegal acts to make corrects and report it to the departments of commerce and finance at the county or above level that illegal acts are serious. The sales outlets of home appliances to the countryside shall in strict accordance with the provisions for the administration over home appliances to the countryside set up special zones of home appliances to the countryside to timely and accurately publicize the policies of the types and prices of bid-winning products and procedures of applying for subsidy and record the information of sales and subsidy filing of products in the system of information management on home appliances to the countryside at the required time.
