Announcement of the General Administration of Customs of P. R. China, No. 43, 2010

To further regulate the supervision of entry-exit personal postal articles and take care of the reasonable needs of recipients and senders, relevant matters are hereby announced as follows:

Ⅰ For entry personal postal articles, China Customs authorities shall impose import tariffs according to law. However, the tariff shall be exempted if the import tariff payable is below CNY 50 (including).

Ⅱ For personal articles sent from or sent to Hong Kong, Macao and Taiwan region, the limit value for each time shall be CNY 800; and for articles sent from or sent to other countries and regions, the limit value for each time shall be CNY 1,000.

Ⅲ Where the entry-exit personal postal articles exceed the limit value as stipulated, the return formalities shall be tackled or the customs clearance shall be conducted in accordance with stipulations on goods.

Nevertheless, in the case that there is only one inseparable article in the postal parcel, it may go through customs clearance under stipulations on personal articles once confirmed by China Customs authorities as for personal use despite exceeding the limit value.

Ⅳ For import-export commercial mails sent by post, the customs clearance formalities shall be tackled in accordance with the stipulations on goods.

Ⅴ The Announcement shall come into force as of September 1, 2010. The original Notice of the General Administration of Customs of P. R. China on Adjusting the Limit Value and Duty-Free Allowance of Personal Articles in Entry-Exit Mails (SHUJIAN [1994] No. 774) shall be repealed simultaneously.
