Announcement No. 81, 2010 of the General Administration of Customs of the P. R. China

To further improve the informatization level of customs management and the customs-clearance efficiency, the General Administration of Customs of the P. R. China decided to enable relevant computer management system as from January 1, 2011.

Relevant matters are hereby promulgated as follows:

1. Following the operation of customs computer-management system, its management shall cover customs services such as:

Filing and entry/exit formalities for articles and vehicles undertaken by foreign diplomatic missions and their staff in China, resident foreign offices and non-resident permanent passengers in China;

Vehicle entry formalities undertaken by returnees from China's embassies and consulates abroad;

Tax-free purchase formalities for home-made vehicles undertaken by returned Chinese students from abroad; and entry formalities for separately transported baggage/articles undertaken by passengers.

When the foregoing institutions and persons are undertaking relevant formalities, relevant electronic information data, including the filing and declaration, shall be input into the computer management system.

2. Texts of non-general-purpose Customs documents/certificates to be manually infilled, and relevant infilling specifications, are all provided on China Customs web portal for downloading and printing.
