MOFCOM Announcement 110 on Catalog of Imp-Licensed Goods by Grade

Announcement No. 110, 2010 of the Ministry of Commerce of China (MOFCOM)

According to the Administrative Measures on Import Licenses for Goods (the MOFCOM's Decree No. 27, 2004), the Administrative Measures on the Import of Key Used Mechanical & Electrical Products (Decree No. 5, 2008 by the MOFCOM, GACC and AQSIQ), and the Catalog for 2011 of Goods under Import Licenses (Announcement No. 107, 2010 by the MOFCOM, GACC and AQSIQ), hereby promulgated are the Catalog for 2011 of Goods under Import Licenses by Grade (annexed below) and relevant matters:

1. Totally two kinds of goods are to be subject to import licenses in 2011. Import licenses for these goods may be signed and issued by the MOFCOM's Bureau of Quota License Affairs (below referred to as the License Bureau) and the certifying organs under local commerce authorities authorized by the MOFCOM (below referred to as local certifying organs).

(1) The License Bureau may take charge of signing and issuing import licenses for key used mechanical and electrical products.

(2) Local certifying organs may take charge of signing and issuing import licenses for ozone depleting substances.

2. The License Bureau may take charge of signing and issuing import licenses to central governmental enterprises located in Beijing.

3. The system of "one license for each batch" shall apply to import licenses for ozone depleting substances.

4. Both of the License Bureau and local certifying organs shall sign and issue import licenses in strict accordance with the Administrative Measures on Import Licenses for Goods, the Administrative Measures on the Import of Key Used Mechanical & Electrical Products, the Catalog for 2011 of Goods under Import Licenses, and the Specifications on the Signing and Issuing of Import Licenses (ShangPeiFa〔2007〕No. 360).

This Catalog shall take effect from January 1, 2011 with simultaneous repeal of the Catalog for 2010 of Goods under Import Licenses by Grade.
