Announcement No. 16, 2011 of the General Administration of Customs of the P. R. China (GACC)

In accordance with the New Zealand-China Free Trade Agreement (below referred to as the Agreement), China implements special safeguard measures on agricultural products originating in New Zealand under 11 HS Codes.

On March 7, 2011, GACC released on www.customs.gov.cn, its website oriented externally, that the import quantity of solid and concentrated non-solid milk and cream (HS Codes 04021000, 04022100, 04022900, and 04029100) under the special safeguard measures had approached to this year's triggering standard.

As the declared imports of aforementioned agricultural products had reached 110,139.7 tons up to March 14, 2011, exceeding this year's triggering standard of 109,974 tons, China will levy import tariff at the most-favored-nation rate as from March 15, 2011 on the aforementioned agricultural products originating in New Zealand under the Agreement.

In addition, tariff rates applicable to those agricultural products en-route for imports and other relevant issues shall be implemented in accordance with the provisions set in the GACC Announcement No.91, 2008.
