GACC Announcement 58, 2011 on Certificate of Origin in Cambodia

Announcement No. 58, 2011 of the General Administration of Customs of China (GACC)

The Kingdom of Cambodia has completed its internal procedures for the second protocol of the Framework Agreement on Comprehensive Economic Cooperation between the P. R. China and the ASEAN, and put the protocol into force as from August 1, 2011.

Hereby announced are matters relevant to application of regulations in the GACC Decree No. 199 to import goods originating in Cambodia and covered by China-ASEAN Free Trade Area:

1. From August 1 till November 30 of 2011, consignees or agents of import goods originating in Cambodia may be permitted to undertake customs declarations for their imports by submitting to China Customs the following Certificates of Origin:

EITHER the old-version Certificate of Origin issued by Cambodia's certifying authorities before August 1, 2011 (excluded) in the format defined by the GACC Announcement No. 81, 2003,
OR the new-version Certificate of Origin issued by Cambodia's certifying authorities as from August 1, 2011 in the format defined by Annex 1 of the GACC Decree No. 199.

2. As from December 1, 2011, conventional tariffs under China-ASEAN Free Trade Area shall NOT be applied to such imports herein declared upon the old-version Certificate of Origin aforesaid.

3. Upon the release of this Announcement, annulment shall apply to regulations under Article 3 of the GACC Announcement No. 19, 2011 on the Certificates of Origin for import goods originating in Cambodia.
