The Ministry of Commerce of the People's Republic of China (MOFCOM) received on October 8, 2011 a petition submitted by Dynamic (Nanjing) Chemical Co., Ltd. on behalf of China's Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether industry for an anti-dumping investigation into Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether imports from the U.S. and the E.U.

MOFCOM has reviewed, in accordance with the Anti-Dumping Regulations of the People's Republic of China, the qualifications of the petitioner, the information of the products into which investigations are applied for, the information of like products in the domestic market, the influence of the imports in question on domestic Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether industry, and the information of the countries (regions) involved. MOFCOM also examined the evidence of dumping and injury, and the causal relationship between dumping and injury provided in the petition. According to preliminary evidence provided by the petitioner, the petitioner, Dynamic (Nanjing) Chemical Co., Ltd. yielded more than 50% of domestic output of Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether during 2009, 2010 and the first half of 2011, which was in line with the provisions on petitioning by domestic industries as prescribed in Article 11, Article 13 and Article 17 of the Regulations on Anti-dumping of the People's Republic of China. At the same time, the petition provided contents and relative evidence required to launch an anti-dumping investigation as prescribed in Article 14 and Article 15 of the Regulations on Anti-dumping of the People's Republic of China.

According to the review and Article 16 of the Regulations on Anti-dumping of the People's Republic of China, MOFCOM decided to launch an anti-dumping investigation against Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether imports from the U.S. and the E.U. starting from November 18, 2011.

1. Anti-dumping investigation and the period of investigation

MOFCOM will start anti-dumping investigation against Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether imports from the U.S. and the E.U. on November 18, 2011, and the period subject to dumping investigation is from July 1, 2010 to June 30, 2011,and the period of injury investigation is from January 1, 2009 to June 30, 2011.

2. Investigated products and investigation scope

Scope of investigation: Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether originated from the U.S. and the E.U.

Name of the investigated products: Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether

The tariff line of the investigated product is 29094300 under the Customs Import and Export Tariff of the People's Republic of China.
