Announcement No. 83 of 2011 of the Ministry of Commerce of the People's Republic of China on Launching an Anti-dumping Investigation Against Ethylene Glycol Monobutyl Ether and Diethylene Glycol Monobutyl Ether Imports Originated from the U.S. and the EU

3. Registration for case responding

Any interested party may apply for responding to the dumping investigation with the Bureau of Fair Trade for Imports and Exports of MOFCOM within 20 days after the promulgation of this announcement. The responding exporter or producer involved in the investigation shall provide information regarding the volume and value of the investigated products exported to China from July 1, 2010 to June 30, 2011.

Any interested party may apply for responding to the industry injury investigation with the Bureau of Industry Injury Investigation of the Ministry of Commerce within 20 days after the promulgation of this announcement, and shall supply materials about its production capacity, output, inventory and plan for expansion as well as the volume and value of the investigated products exported to China during the period subject to investigation.

4. Unregistered case responding

If any interested party fails to register for responding to the investigation within the time limit, MOFCOM shall have the right to reject the relevant materials submitted by the party.

5. Rights of the interested parties

Any interested party may submit written opinions to MOFCOM within the period of registration for case responding if it has different opinions about the scope of the investigated products, qualifications of the petitioner and other related issues.

6. Investigating method

The investigating authority may acquire information from the interested parties through questionnaires, sampling, hearings, and on-site verification.

7. The investigation shall be carried out as from November 18 of 2011, and completed before November 18 of 2012.
