GACC Announcement 70, 2011 on Zero-Tariff Origin Criteria for HK-Macao's Goods

Announcement No. 70, 2011 of the General Administration of Customs of China (GACC)

According to China Mainland-Hong Kong Closer Economic Partnership Arrangement (CEPA), China Mainland-Macao Closer Economic Partnership Arrangement (CEPA) and associated supplemental agreements, the General Administration of Customs of China (GACC) has formulated the "List of Origin Criteria on Added Hong Kong-made Goods Enjoying Zero Tariff from January 1, 2012" (see Annex 1) and the "List of Origin Criteria on Added Macao-made Goods Enjoying Zero Tariff from January 1, 2012" (see Annex 2), having modified the origin criteria on some Hong Kong-made goods enjoying the mainland trade preferences (see Annex 3), and made the "List of the Fifth Batch of Hong Kong-made Watches Having Hong Kong's Brands" (see Annex 4).

The related matters are announced as follows:

1. The List of Origin Criteria on Added Hong Kong-made Goods Enjoying Zero Tariff from January 1, 2012" and the List of Origin Criteria on Added Macao-made Goods Enjoying Zero Tariff from January 1, 2012", coming into force from January 1, 2012, use simplified names of goods, whose scopes are in accordance with the goods scopes under corresponding HS codes in the 2011's Customs Import and Export Tariffs of the P. R. China.

2. Modification of the origin criteria has been made for primary-form polycarbonate (HS code 3907.4000) and primary-form polyurethane (HS code 3909.5000) in the List of Origin Criteria on Hong Kong-made Goods Enjoying Preferential Trade Measures (Annex 1 of the GACC Announcement No. 79, 2006) and for other primary-form polyesters (HS code 3907.9990) in the List of Origin Criteria on Added Hong Kong-made Goods Enjoying Zero Tariff from January 1, 2008 (Annex of the GACC Announcement No. 69, 2007).  

The modified origin criteria shall be put into practice from January 1, 2012.

3. As per the provisions of the GACC Announcement No. 54, 2005 on procedures for confirming the list of Hong Kong-made watches having its own brands, the list of the fifth batch of Hong Kong-made watches having its own brands has been confirmed;

From January 1, 2012, for the imports of those watches listed therein, China Customs shall conduct inspection and release in accordance with the provisions of China Mainland-Hong Kong CEPA after receiving relevant Certificates of Origin issued by Hong Kong's origin certifying agencies.
