MOFCOM 2012 Catalog on Import Licenses by Designated Organs

Upon China's Administrative Measures on Import License of Goods (MOFCOM Decree No. 27, 2004), Administrative Measures on the Import of Key Used Mechanical/Electrical Products (the Decree No. 5, 2008 of the MOFCOM, GACC and AQSIQ) and Catalog of Goods Subject to Import Licenses of 2012 (the Announcement No. 99, 2011 of the MOFCOM, GACC and AQSIQ), hereby announced are its Catalog for 2012 of Goods Subject to Import Licenses Issued by Designated Administrations (see Annex herein) and relevant matters:

1. In 2012, there are two kinds of goods to be controlled by import licenses, which shall be issued respectively by the MOFCOM's Bureau of Quota License Affairs (hereinafter referred to as the License Bureau) and local commercial licensing organs in China (hereinafter referred to as the Local Licensing Organs) authorized by the MOFCOM.

(1) The License Bureau shall be responsible for issuing the import licenses on key used mechanical/electrical products;

(2) The Local Licensing Organs shall be responsible for issuing the import licenses on ozone depleting substances.

2. The License Bureau shall be responsible for issuing the import licenses requested by China's Central Government enterprises located in Beijing.

3. The mode of "one license for one batch of goods" shall be applied to the import licenses on ozone depleting substances.

4. Any licensing organs herein shall issue the import licenses in strict accordance with Administrative Measures on Import License of Goods, Administrative Measures on the Import of Key Used Mechanical/Electrical Products, Catalog of Goods Subject to Import Licenses of 2012, and the Norms on Issuance of Import Licenses (ShangPeiFa〔2007〕No. 360).

This Catalog shall take effect from January 1, 2012 along with simultaneous repeal of the Catalog for 2011 of Goods Subject to Import Licenses Issued by Designated Administrations.
