China Lists Banned Entry Animals/Plants & Quarantine Objects

Announcement No. 1712 of the Ministry of Agriculture (MOA) and the General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ)

In order to safeguard China's agriculture and public health by avoiding invasion of animal/plant epidemic and pests, the MOA and the AQSIQ have jointly revised the Chinese Directory Of Animals, Plants, Their Products And Other Quarantine Objects Prohibited From Entry By Accompaniment Or Mail according to Chinese laws/regulations on animal/plant quarantine and epidemic prevention.

The Directory aforesaid is hereby released and shall take effect thereupon along with simultaneous repeal of the Chinese Directory of Animals, Animal Products and Other Quarantine Objects Prohibited from Entry by Mail or Accompaniment ((1992) Nong (Jianyi) Zi No. 12).

Annex: Chinese Directory of Animals, Plants, Their Products and Other Quarantine Objects Prohibited from Entry by Accompaniment or Mail [1]

1. Animals and Animal Products

(1) Live animals (except dogs and cats [2]), including all mammals, birds, fishes, amphibians, reptilians, insects and other invertebrates, animal genetic materials.

(2) Raw or cooked meat (including viscera) and their products; aquatic animal products.

(3) Animal-originated milk and milk products, including raw milk, fresh milk, yoghourt, Animal-originated cream, butter, cheese and other milk products untreated with high temperature.

(4) Eggs and their products, including fresh eggs, preserved eggs, salted eggs, egg liquid, eggshell, mayonnaise and other egg-originated products untreated with heating.

(5) Bird's nests (except the canned)

(6) Oils and fats, hides and skin, fur and hair, hooves, bones, horns and their products.

(7) Animal-originated feeds (whey powder, dried blood, etc), animal-originated medicinal materials, and animal-originated fertilizers.

2. Plants and Plant Products

(8) Fresh fruits and vegetables.

(9) Tobacco (excluding tobacco shred)

(10) Seeds (seedlings), nursery stock and other reproducible plant materials.

(11) Organically grown media.

(12) Soil

3. Other Quarantine Objects

(13) Animal carcass, animal specimens, animal-originated wastes.

(14) Animal/plant pathogens like stains or viruses, pests and other harmful organisms, cells, organic tissue, blood and their products

(15) Transgenic biomaterials.

(16) Other prohibited-from-entry animals, plants, their products and quarantine objects.

Notes:

1. Approved by relevant China administrations, the animals/plants, their products and other quarantine objects entering by mail or accompaniment may be free from restriction by the Directory on the strength of quarantine certificates officially issued by exporting countries/regions.

2. Each passenger can only enter with one pet, a dog or cat, on the strength of animal quarantine certificates and vaccination certificates issued by authoritative veterinarians of exporting countries/regions.
