CCCME Notice on EU Partial AD Midterm-Review on China's Pushcarts

To all related exporters:
On February 14, 2012, the EU released a notice stating that it will launch a partial antidumping (AD) midterm-review investigation into China-made pushcarts, which is limited to dumping.
According to the notice, the involved pushcarts are under EU HS codes 84279000 and 84312000.
The European Commission thinks there are sufficient prima-facies evidences proving that the dumping of involved products has increased. Currently the circumstances are changed much, so the Commission actively initiates the partial midterm-review investigation.
According to the EU notice, since there may be quite a few exporters involved, the EU decided to timely adopt a random sampling inspection.
The EU requests all the exporting producers to submit application for sampling within 15 days from the date of the notice; otherwise they will be considered as uncooperative enterprises.
Enterprises which are sampled and apply for separate inspection will be required to fill in the Application Form for Market Economy Treatment and a questionnaire.
The notice also emphasizes that if involved enterprises do not fully cooperate, the Commission will judge by acquirable facts, and the results will likely be bad for the parties involved.
