MOFCOM Announcement No. 48, 2012 Ending AD on Dichloromethane

On June 20, 2002, Chinese Ministry of Foreign Trade & Economic Cooperation (MOFTEC), the predecessor of the MOFCOM, decided to levy antidumping (AD) duties on Dichloromethane from the U.K., the U.S., the Netherlands, Germany, and South Korea for five years starting from August 16, 2001.

On August 14, 2007, the MOFCOM issued its annual Announcement No. 63 deciding to continue from August 15, 2007 the five-year antidumping duties as per MOFTEC-set scope and duty rates.

On February 14, 2012, the MOFCOM issued its annual Announcement No. 5 stating that the aforesaid antidumping measures are to terminate on August 15, 2012 and, from the announcing date, Chinese interested parties may file petition with the MOFCOM for final review on this case sixty (60) days before the antidumping expiry date.

Within the time limit above, Chinese industry of Dichloromethane failed to present the final-review petition supported by sufficient evidence and the MOFCOM has decided not to initiate the final review on its own.

Now therefore, as of August 15, 2012, China authority may terminate the antidumping measures on the import Dichloromethane from the U.K., the U.S., the Netherlands, Germany, and South Korea.
