GACC Announcement No. 42, 2012 on Supplementary-Declaration Management System

To standardize supplement to import and export declarations, in accordance with GACC Announcement No. 49 of 2009, the GACC has developed an internet-based supplementary-declaration management system that electronizes supplementary declarations within customs clearance procedure. Relevant matters are hereby announced regarding the utilization of this system:
1. Upon their submission of electronic customs-declaration forms, importers, exporters or customs brokers shall, where they are initiative, declare to China Customs any electronic supplementary declaration forms through this system.
2. Where necessary, the customs authority may, by sending orders through this system, notify importers, exporters or customs brokers to submit their electronic supplementary declaration forms through this system.
3. Upon receipt of the customs orders for their supplementary declarations, importers, exporters or customs brokers shall within five workdays submit their electronic supplementary declaration forms through this system, unless otherwise prescribed by governing laws and regulations.
4. Based on customs approval of their electronic supplementary declaration forms, the importers, exporters or customs brokers shall provide paper copies (in duplicate) thereof and submit the paper copies wearing their signature and seals to onsite customs authority.
As regards paperless customs-clearance mode that is applicable, such electronic declaration forms may be exempt from submission of their paper copies.
5. Revision or revocation of the electronic supplementary forms herein may resort to relevant regulations on customs declaration forms.
6. Upon its further verification of any goods already cleared, the customs authority may issue Supplementary Declaration Notice to the importers, exporters or customs brokers for their supplementary declarations; and correspondingly they shall submit their supplementary declaration forms on paper.
This Announcement shall come into force from September 20, 2012.
